I have a feeling that the argument continued something like this:
 
Celestia: Oh, like your job is even that important! What’s this kid’s problem, anyway?  
Scootaloo: Uh, actually-  
Luna: This hapless filly struggles with her fears, which harms her self-esteem and prevents her from reaching her potential.  
Celestia: Low self-esteem? I can fix that. How about a Princess two-fer, orange kid?  
Scootaloo: Wait, but-  
Trixie: Trixie feels like this significantly cheapens Trixie’s ascension to immortality and ultimate power, but Trixie will be graceful and magnanimous and accept it nonetheless.  
Celestia: Coo’. Two horn and wing combos, coming right up.  
Luna: This is why we cannot have nice things, Sister!

I saw the ending coming. Still laughed at it though. Well done, that was funny from start to finish.
