Local card shops will give them out during events, if they support organized play. Or you can hunt for them on eBay. Not the most economical option though.

I’m pretty sure “Vinyl Scratch” already existed as a fan nickname well before that.
It might hint they are looking to sideboard rules in future tourney formats, though as noted, the +2 power is not a massive game changer, more “oh cool”
Vinyl’s name was used Officially as “Vinyl Scratch” before, heck it’s were “Vinyl Scratch” came from.
There also Promo Cards, in my experience People don’t play cards if they have only 1 copy of, unless they have search cards; and only if the card is worth it.
These 2 Promo cards are only good for collectors, or in Octavia’s case going up against a DJ Pon-3 Deck. And if they make a Main for Octavia, then Vinal’s card will be useful.
But how do we get it?
The part about +2 power-up with these two is very situational indeed, but the rest of their abilities should still work normally.
On the topic of official names. Has Vinyl’s name been used in any show referencing material before this? Most of the time they seem to go with DJ Pon-3.
