From the picture, both share same given name Celestia, thus the head and the wings of that Princess.

I have been trying to re-spell Ludenberg’s name into her official one ‘Celestia Ludenberck’, but still ended up with ‘Celestia Ludenberg’.

Mrs. 17-Years-Old = Kikuko Inoue (井上喜久子). Actually, it’s Hekiru Shiina (椎名へきる) who voices Ludenberg/Ludenberck. Check out her myanimelist.net page.

Ludenberck is not voiced by Mrs. 17-Years-Old.
