The Harkness test has a few flaws, most obviously that assumes a shared spoken language or convenient means of translation, thus msking it hard to apply in many situations. Also, underage individuals of many species may simply lie about their age or the local age of consent, and “She told me she was thirty thousand cycles old!” will not keep you out of space jail.
