Entirely possible; I just couldn’t find anything that rose to the level of either “clearly states” or “this picture”.
This artist seems to have a set “headcanon” for humanizations. Maybe it’s in the description of one of their other works featuring Sweetie Belle.
The definition of “White” varies wildly depending on who you ask and what era and region you ask them in; it’s hard to get more literally white than a be-famined Irishman, but Irish immigrants were decidedly not considered “White” when they got to 19th Century Americae. There are plenty of Western Europeans now who don’t consider Lithuanians/Estonians/Slavs/Serbs to be “White”.
Where are you getting Pakistani from? There’s no mention at all of that here or at the source URL.
Except Lithuanians are white. And the artist clearly states that she’s Pakistani in this picture.
Looks more Lithuanian to me.
