It’s a reference to an anime. The Internet worked kind of like a better version of Second Life. An avatar known as “Spookie-Boogie”, a realistic Anarchist (in that she poses no threat whatsoever no matter what she says) gave announcements in her sim which were signaled to begin after the avatar was hung. The “dead” avatar would then speak. This isn’t a Tron VR, so death in Cyberspace is harmless in reality. There isn’t even any sense of touch transferred. Though being the owner of her sim prevents it anyway with her avatar.
I will not spoil the anime, which is called Psycho-Pass, after the government-mandated measurement of everyone’s thoughts in real-time to execute, detain, or enslave “latent criminals”. I suggest giving it watch. It’s kind of a deconstruction both of Japanese society and American. You know how most anime involves emotional people? That’s illegal in Psycho-Pass. The police firearms only harm people with heavy emotions, including the victim, who must be executed if traumatized enough. Bystanders commonly practice Bystander Syndrome, as do most security forces if the criminal is perfectly calm while committing the crime. Yes, even the crime you’re thinking of. That one too. Not that one though.
