Fine with that. I guess the way I see it is like this. If I use a plane, or even a rocket powered wing on my back does that mean I can fly? Well kind of but it’s not the same as a bird flying. Zecora may use magic (as we use planes) but it’s not an intrinsic ability of hers (like humans can’t naturally fly)
Sounds like we more-or-less agree on Zecora, and just have a slight disagreement on terminology.
Sure she uses magical plants (we know they’re abundant) or a combination that becomes magical, but that doesn’t mean she has magic herself even if she’s knowledgable of such magic.
This is what I think, as well. Some of the stuff she’s done (the Nightmare Moon apparitions, restoring Apple Bloom’s teeth) don’t seem to be possible without some form of magic, and she does seem very knowledgeable in the magical properties of various flora.

I’m curious if you agree with me and the other BP regarding Zecora’s use of plants to create actual magic, or if not, how do you explain Apple Bloom’s teeth?
Most of what she does is alchemy and herbalism, albeit involving magical plants. There are only a couple of occasions where I can remember her using her own magic to do stuff, and they could easily be sleight of hoof.
That I am, that’s why Zecora taught Twilight how to do that in…that Trixie episode where Twilight used trickery to make it seem like she could do magic.
I do agree however that it seems all ponies have some inherent magic even if it’s not controllable.
You’re saying that all the stuff Zecora does is slight-of-hoof and audience manipulation?
A better example might be earth pony magic or pegasus magic (those wings certainly don’t provide enough lift on their own).
ALL ponies have magic within them, but each race has a different ways of expressing their magic.
Hoof and tail manipulation would be a generic magical feat that any pony can use.
Also, Applejack uses a lasso with her tail.
I think Zecora uses magician magic, not “natural” magic, besides unicorn magic would still be natural magic.

this headcanon is shared.
This is my headcanon too. All races of ponies can use limited extent telekinesis to manipulate the hairs in their tails, effectively turning them into muscular fibres.
It’s the same way they pick things up with their hooves: magic.
I haven’t paid enough attention to know if it’s only unicorns that can control their tails or all ponies, if all then that headcanon would have to be modified.
Random headcanon: ponies channel their natural magic through their tails, allowing them to control their tails as if they were living parts of their body.
