A much more logical option is that they they can perhaps predict earthquakes with magic. So one might be schedule to occur on a given day, but not under there control. Slightly awkward wording, but then again one might say something like “There’s an eclipse scheduled tomorrow.” for instance.
over a geologic timescale, but any activity sudden enough to significantly reshape terrain in a finite period would be MASSIVELY damaging. It would be like spawing Cat-5 Hurricanes to try and fill your pool up.
Because that’s absurd, an earthquake is a destructive force regardless of whether or not it’s controlled. Natural disasters are most definitely not controlled by ponies, even if they could.

I guess that makes sense.
Earthquakes are part of tectonic activity, which is what pushes up mountains, recycles ocean water (keeping salinity levels from reaching saturation), produces volcanoes which put important minerals into the soil when they erupt, etc.
Finally, Earth Ponies have a purpose!
Maybe that’s why there’s the Apple Family Reunion.
And why would they schedule earthquakes? Nothing good has ever come out an earthquake. That’s like hiring someone to bulldoze through your house while your still living in it!
But where’s the benefit to that? And what about the effect on the oceans?
Well of course, they have the weather scheduled.
Why not geological activity?
