Yeah, I looked for a Blu-Ray copy a while back, as Japan and North America share both a Blu-Ray region and a common picture format, so it would play natively on any unmodified North American Blu-Ray player, AFAIK. But I couldn’t ever find it. ‘Twas a shame.
 
Also, that’s disappointing to hear about the cropping, but such is life, I suppose.

Okay, Japanese Tempest is somehow even more bad-ass. O_O

good luck, its (potentially) a bit pricey to get a copy overseas. And don’t forget about DVD region codes.  
i should also warn that the video is cropped to 16:9, when the original film had wider edges.  
It’s usually not a big deal, but there are a few scenes somewhat ruined, and also characters ‘lurking’.  
The full resolution is here because I mixed with an NA video version of the film.  
The Japanese audio track quality is good though.

ikr. Darn English dubs.

This is why I always prefer to watch MLP in the original Japanese. Those American dubs are just unwatchable.
