Except that’s just the physical addiction.  
If you looked at my character’s actual use of drugs, they’d be diving head-first into addiction.  
The main problem is the lack of ‘damage’; If it burnt out your brain over time, I’d probably still use various drugs (especially if it’s not permanent, just rather long-term)  
Especially Psycho, Jet, and any of the ‘special’ mixed drugs; Without Psycho, I don’t do enough damage, without Jet I can’t take down the really tough guys, without Mentals I can’t pass speech-checks, without whatever the AP-jet thing is called I don’t have enough AP for VATS-ing agile foes, and so on.  
If that’s not addiction, even if the screen says I don’t have it, I don’t know what is.
 
But, yeah, if there was a mod out there that made drugs a bit ‘stronger’ but threw in some long-term consequences, I’d install it and still spend most tough battles going ‘Yaknow, this would be so much easier with a jet or five, or even just more psycho and some visual mentals’

Fixer sucks. I mean, sure you don’t get the downsides but you hear that shitty sound effect raping your ears and strange/blurry vision. Goes very well for sniping!

Drugs aren’t nearly this bad in the games. Addiction is cheap! No, literally, it’s… Fifty caps, right? Easy peezy. Even cheaper for a dose of fixer.
