I believe it was more of a shout out than anything.
Chrysalis and her origin are tenuous at best due to how the books work, and as it was shown, the Changelings aren’t a hive species, but individuals.
I still think it’s likely she raided a nursery to make her army and was disconnected with everything “good” in a bid for personal power.
