I agree with you in the context of the show, it’s been running so long they are starting to overlap the themes/ friendship lessons. However this art wasn’t intended to criticise the show, but in fact to reflect how my opinions of Fluttershy have changed in recent times. I got frustrated with her character, and the writing of her never getting any more confident, but since I am having similar turmoil, i’ve begun to understand that confidence and being able to express your voice can’t be done overnight and you will fail, backtrack and continue to fail countless times before you see any progress and that is exactly what happened with her, which is being mirrored in my life. So yes it may be lazy writing or them hitting a brick wall, but if we forget that it’s fictional for just a second, it’s very much relatable and i feel guilty for judging her so harshly.
All these claims is nothing but a rough generalization.
In Fluttershy leans in, she’s not learning to be assertive, she’s acting assertive, same goes for Fame and Misfortune.
Putting your hoof down - Fluttershy becomes more assertive
Fluttershy leans in - Fluttershy learns to be more assertive
Fame and Misfortune - Section where fluttershy becomes more assertive
others i’m probably missing
also, the episode fame and misfortune tries to excuse these particular episodes and this particular lesson in the same way this piece of art is, and it isn’t working.
this counterargument would make sense if happening to a real person, but it’s a flaw in a show if there are multiple episodes that teach the same thing. A good point of reference for this argument is mrenter’s review on fame and misfortune.

general or not, it doesn’t excuse being redundant
