I suppose you could call that “extra-low” fidelity, then. Ocellus wasn’t even trying to hide her identity; she was just changing her species.
 
I expect the animators are doing that on purpose so as not to confuse the audience when Ocellus changes. Unless the plot calls for her trying to disguise herself as someone else, she’ll keep her original color palette.

Not so much “generic” as it is “this is Ocellus if she literally was her own seapony”. It’s an appearance based on her existing coloration and appearance. She could probably transform into a “generic” pony that is her voice and coloration, but on a pony.

Ocellus does a pretty good job at retaining her identity while taking other forms.
More changelings ought to follow her example.
 
Apparently changelings can control the level of fidelity in their mimicry. At high fidelity, they can change into a specific creature, or at low fidelity just change into a generic one. We’ve seen Ocellus change into a Rarity clone, an example of high-fidelity mimicry. In this episode, we had two examples of low-fidelity mimicry: a generic biteacuda and the generic seapony we see here.
