Yeah, I think no Echidna oc because Knuckles is canonically the last one alive. As for no fox, I’ve no idea why they passed on that one. I assume they added dog because cat was going to be a popular option, and I they wanted to appeal to dog lovers as well. As for bear? No idea.
Some sources say they were gonna add a lizard or “scalie” OC option too, but that was scrapped for whatever reason.
