Plus we see Twilight holding a book on sea pony etiquette during Shadow Play. So it seems that at least in modern Equestria sea ponies are regarded as real (or stories about them are detailed enough to have a book like that about them).
 
But yeah, I’m betting this story will be about how the sirens ended up attacking his village.

It could be that seaponies were real, once, but since appeared extinct; thus why the hippogriffs were able to transform themselves into seaponies for the movie.

Aw nah, I’m expecting the twist in the next page will be that Stygian mistakes the sirens for sea ponies and leads them to his village.
 
Just saying that his narration already mentioned sea pony legends, so either they were/are real enough to inspire the legends or the hippogriffs transformed based on the legends.
