well if they just conveniently accidentally broke her horn when a falling meteor sent a pelican flying into their faces, then yes it’d be contrived. but if they did it out of spite, because they thought they wouldn’t get punished for it, that’s a sensible action for despicably evil characters.
Breaking the horn wasn’t planned. Just thought it would be something nice to start the chapter with.
Or because it’s convenient for the plot.

what are they even torturing her for? because it sure ain’t shooting a guard! that gets you mistreatment, abuse, and cruelty from your resentful jailors, that might result in accidental death. it doesn’t get you secret prisons, mutilation and waterboarding.
the only reason they could be doing this is just because she wanted to remove the princesses from rule.
Well, she was rather shy and apologetic. Now she is a resentful pony.
Thing is… That ruby already hated the government. She has enough reasons already.
If she manage to escape, the goverment would have to deal with a nasty problem that has all the reasons to hate them. Puting her down quickly is much less risky.
Also, the helpers would use her as a martyr, should the camera survive. Rather than removing the problem, they are making it worse.
How to remove them and their helpers.
