Except when they’re pink. Like in white horses. Or paint horses. Their genitals are the color of their skin, because, surprisingly, it’s skin that covers a horse’s body. By the way, isn’t this particular character supposed to be a white supremacist? Imagine a white supremacist with black skin. She should be a pure white, in my opinion.  
About the human crotchboobs being human-looking or -colored or whatever, yeah, that is one of the things that makes the strange color pattern jump out. Another is the impossibly regular outline of the black area. It really looks like a piece of clothing.
