Negated effects and not being able to activate effects are different. They shuffle themselves in as a cost, you could still activate it even if it would just get negated.
“Special Summon 1 […] “Pony” Monster from your Deck in Defence Position, that monster cannot activate its effects as long as this card remains face-up on the field.”
Wouldn’t the second effect come under the first? If all other “Pony” cards have their effects negated then that should extend to the one summoned by its effect.
Yeah i can see this as either a continuous trap that gains counters whenever a “pony” monster activates an affect. Or a ritual spell card for Nightmare Sparkle but instead of monster sacrifice it gains magic counters everytime a “pony” monster uses an effect and you tribute the card with X ammount of counters.
