Yep. She along with Queen Novo and the rest of the sea-Pony population were truly hippogriffs before the Storm King conquer the Hippogriffs Kingdom and took refuge in Seaquestria.

Is she a hippogriff? I guess so. It’s just a bit strange since griffins in the show are all bird in the front, lion in the back, and Princess Skystar is like birdpony all around. Cool though.
