Hmm, this appears to be the same city by design and it’s not destroyed….. Yet there are differences in the looks of the buildings…..  
That’s either a scrapped concept art or….. there is some time travel involved at some point and we see the city before it got destroyed and when it looked a little different than before its destruction?  
Could also be another flashback. This picture is mysterious…..
 
 
And why is there a giant mixing bowl in the middle of the street and Pinkie mixing something in it? And what with all the crates? This picture confuses me.
