Its very well rendered and the pony is cute and is showing what they do as a profession.
Why wouldn’t it be featured?
I suppose the holes of the scissors are actually much, much bigger, shaped so it can fit the muzzle and be controled by opening and closing the mouth.
Gonna be honest here, this feels like a lot more time, effort and skill was put into it than plenty of the canon fanart that people eat up that gets featured.

Eh, it’s something different and includes a full background, and it’s well rendered. All it takes for an image to get a feature slot from what I understand is if enough of the staff agree that they like it, after an initial suggestion from someone.
