It can’t be a leotard as they’re wearing a full body suit; a zentai bodysuit as BP said.
They could wear a leotard on the bodysuit, and then clothes on that. But that just seems unnecessary and too much.
I would just expect it to be: bodysuit + clothes.
I can’t see it being short shorts either, because it barely covers anything more than what panties would.
