I highly recommend the Luna and Celestia micros.
 
The Luna one gives an insight into royal governance (ie, what Celestia actually does all day) when Luna thinks she has it easy and insists on taking over her duties for a day.
 
The Celestia one is a kind of touching story that shows us a bit more relating to Celestia’s School for Gifted Unicorns.

I’d say it’s about time Mayor Mare was shown doing her job.

I haven’t read past The Pirate issue, and I’ve only read all the micros, sans Luna’s, Tia’s, Spikes, and the CMC’s.  
So, I’m not really familiar with everything and have only heard snippets.

Twilight is a good organizer (a quality of a good leader), but one thing that Mayor Mare has shown is knowing who all her citizens and their assets are. (Yes, comics aren’t canon but the AJ/Mayor issue explores this well). Hence here Twilight probably can’t figure out how to organize to fight the tatzlwurm but Mayor is. In contrast with WWU, Twilight’s experience in organizing large-scale projects (where tasks can then be distributed by team leaders) outweighs knowing all the individuals at play.

Also, Twilight is not perfect by any means, but she’s far from a bad leader.

I said it back then too: It actually makes sense how he treated Rarity. If he’s not used to common ponies, he has no reference point. All he knows are  
A)Royals  
B)Servants  
and Rarity didn’t introduce herself as princess, or duchess, or queen. So he treated her like a maid. Which is still extremely douchy, make no mistake. He even said “thank you” in the beginning when he thought she was making a compliment about him.

The thing is that when I rewatched Best Night Ever after that FF issue, that personality still works (not 100% but definitely not a 180-degree inversion) - he’s used to having the best and as Rarity’s only a lowly citizen (at this point), he doesn’t need to play a diplomatic game.
 
Would he be a good local leader, no. But a state leader that interacts with equivalent leaders from other nations, absolutely.

I see that, just saying that the comics have shown to be inconsistent with the show, for example Twilight does some things she would never do in the show.

See the Shining Armor/Prince Blueblood Friends Forever comic. He’s given a much better personality there - he’s a pompous ass still, but he is fully aware of it and knows how to use that for great diplomacy. It’s a story that really could have a episode follow up on with.

“Princess” Twilight Sparkle is a hammer, a tool, a way to shove friendship down someone’s throat. Even someone like Prince Blueblood would make a much better ruler, since that’s, yknow, that’s what he was raised for. Just like Twilight having been raised to stomp on Equestria’s threats without ever asking questions.
