Maybe. My headcanon is there are a ton of variants of goo pony species, since they’re so adaptable, and some have cores while some don’t.

You could always retcon its properties; as a defensive measure, when in its goo, the core becomes transparent so that predators can’t predict where it is and where to strike to harm to goo pony. It can be revealed at the decision of the pony.

Hmm, if she twisted her head 180 degrees then the arrow should be pointing in the other direction because she is looking in the direction that the arrow came from and her head was pointing in the opposite direction when she got hit.

You know what, that makes perfect sense.
 
Bear with me and I’ll tell you why: I subscribe to a guy on YouTube who opens (and eats!) old MREs, and preserves the tins and packaging for historical reasons. I don’t mean MREs which expired last year or so. I mean MREs from WWII, Vietnam, etc., most at least 45 years old, many with cigarettes. But one of the staples of the “bail-out” and “abandon ship” rations are Charms candies.
 
Charms can turn, after many decades, into a gelatinous hunk of goo, as you said, “trapped in her package.” Your goo pone looks almost exactly like one of those old Charms that have seen better days, but a whole lot more cute and huggable!

Actually no, she was just drawn on a whim. For some reason I’m a big fan of the goo pony neck twist, like the idea that it takes some level of concentration for them to move like a solid pony would and that they move more erratically when they’re angry or acting spontaneously and got the idea it’d be funny if she was snapping at me because I hadn’t drawn her for so long :P
