You’re right, it doesn’t work. For the sake of removing limits (and with a bias born of wanting to build an infinite Gilder Bairn deck), I was mistaking that ability for an imaginary “As long as a spell an opponent cast is on the stack, you may pay U.”

This seems like the sort of thing somepony would build an entire infuriating control deck out of. Unless MtG has changed in the last couple years even just the first effect would be seemingly useful. Or is the mana cost too prohibitive?

Very different effects. As is, you need to pay for each untap, which can have markedly different behavior than a straight-up cost increase.

…unless you’re running a source of infinite blue mana. For example, imagine putting Utopia Vow on this while you have Mana Reflection out. Then it’s infinite counter abilities with infinite untaps!
Not sure if that works. After all, the trigger only applies once per opponent’s spell. Sure, you can get a one-blue-per-spell profit out of Quibbler with that setup, but you still need an opponent to cast infinite spells to get it to go infinite.
 
Also, I thought incessant was the more fitting adjective. ;)

Never hurts to catch an opponent by surprise with Daze stapled to a creature. Either way this card would be perfectly annoying.
