Because Celestia is benevolent ruler and wants to try and keep the peace. Yeah, that isn’t a stretch.
 
Still, that seems…a tad bit pushing it honestly. While they may have a stronger military and all that, the alicorns are still strong, Equestria has the Elements of Harmony, the Crystal Heart and probably more such artifacts to be brought to bear.

Yes. A nation that has a more powerful military that has magic users of its own as well demi gods that can be brought to bear against Equestria. A nation that currently is an ally that is the deterrent from Equestria being invaded by other nations with similar traits. Think about it. Equestria is a country, if they alone had demi gods and magic users, how come they don’t rule the world already.

No she isn’t. A more powerful nation than Equestria wants to use a weapon to decimate the dragons. Celestia is against it, but can’t openly go to war against with the Allied nation as it has a superior military and easily spell out the death of millions of her ponies. Her inaction is out of fear that angering this other nation woukd be the end of Equestria. She doesn’t support it, she’s just not in a position to stop it.

What about it is unlawful? Spitfire asalted ponies in their own home. She is guilty through and through.
 
And she isn’t an accessory to genocide either. She was always against it, but it isn’t in her control to stop. If England wanted to bomb Russia and the U.S. said no don’t. But England did it anyway since they are their own sovereign country. How would the the U.S. be guilty if they chose not to openly declare war on England?

I never really cared much for the “Tyrant Celestia” stories either. Oddly, some Celestia-haters try to use them as an excuse to hate her, even though they’re FANFICS, and not canon, at all.
