I don’t think it’s shipping in this case, since I’m pretty sure it would be more intimate, and Moon wouldn’t be aiming her hoof at Twilight’s face.

Yeah, but these ponies will hug a stranger, so it makes it a bit harder to tell if this is Twi being friendly or romantic.
