Talking slower can help with someone who speaks the language but isn’t a native speaker though. Speaking from my own personal experiences at least when people speak Spanish to me. English is my first language and I learned Spanish in middle and high school. I understand Spanish a bit better when it’s spoken slowly.

Typical american tourist speaking to someone who doesn’t understand english…talk louder and slower!
 
It doesn’t work. For example…  
“PAAAAAAR LAAAAAAY VOOOOOOO FRAAAAAAN SAAAAAY”?  
Saying it louder and slower doesn’t make “parlez vous francais?” understandable in english.
