Not really. Extras have lines all the time. Just look at Bon Bon for crying out loud. She could have had at least one or two lines in either her short or the movie without breaking pace in the least.

She’s obviously not a perfectly well-mannered kid, but that’s a bit much.
Having every single extra and minor character talk just to show that they can is a waste of time and money. That better?
Well what exactly do we have as evidence that she isn’t a rude person?
& there’s the possibility that she doesn’t talk due to some talking related problem she has that isn’t plain inability to talk at all.
Poor excuse in Vinyl’s case. It’d be downright rude to never use words ever.
Derpy probably isn’t gonna get to talk again because of that… unpleasantness that happened the first time, And human Vinyl never takes off her headphones, so why bother talking if you can’t hear what anyone else is saying?
Well, real mutes. You can’t have a cartoon make a guest appearance on a variety show… Yet. ;D

I have met one person who I’ve never heard a single word out of ever.
Plenty of quiet people out there sure, but even they aren’t prone to never uttering a single word ever.
I’ve met plenty who can speak, but simply don’t choose to for one reason or another.
I’ve never met a single person who couldn’t speak in my entire life, even the deaf ones. Having two apparently mute characters is ridiculously over-cautious.
Because, of course, it’s impossible for multiple people to appear to be mute.
Come on Hasbro/DHX/McCarthy/Thiessen/Whoever, you don’t get two. Either make Derpy always silent, or Scratch, but not both.
