Actually, not even kidding, I can totally see PINKIE PIE as Garibaldi. Properly paranoid, good instincts, never gives up a chase, has severe substance addiction, the works!
Applejack most cleanly fits the bill, either that or as Garibaldi. Twilight seems more like Sinclair. I feel like Rainbow Dash would make a good Ivanova.

And 3 Minbari Castes = 3 Pony species, Dukhat and Delenn = Celestia and Twilight Sparkle.
