I never understood why people group make distinction of groups between Christians and not Muslims, even when some groups are so far apart from each other it isn’t funny.
 
Closer here, maybe the hijab think is a connection done to the shyness and shielding Fluttershy does, and perhaps a subconscious need to protect her?
 
The hijab exists not as an oppression tool, but rather as a tool to protext women against the lewd gaze of men and the impiety of the world. You might disagree with that, but that’s the true origin and usage of the hijab. Connecting this with Fluttershy follows from her in-canon attitude and reserveness.
