I think you are probably reading too much into it. I think it’s just an indication that her mother isn’t around to do it herself.
According to the Crazy Future timeline implemented somewhere in between the installments, Applejack disappeared somewhere and never turned up since. It would be plausible if her disappearance warranted your headcanon in the strips to come, though.
