Everything in G3.5 is girly.
I can understand why many people say that propeller hat pony is a boy since they have short hair and a boyish, but the character also has visible eyelashes, which usually is a feminine feature. The pony never speaks, so we don’t know how they sound.
Perhaps this was some animator’s half-assed (more like one-quarter-assed) attempt to provide some gender diversity.
