I think you’re simplifying things too much. When Senator Armstrong compels us to purge the weak, he does not merely mean to dispose of other weaklings, but to destroy the weakness within as well. This image is closer to a representation of the inner conflict of Garbagio. Only the strongest of her wills survives, free to live as she sees fit; in this case, in the mother of all garbage cans.
