Well, technically, Celestia didn’t so much “misplace” them as “abandon” them. Apparently after she used them to banish Luna, they became inert (since she “lost her connection with them”). So, she put them back where she retrieved them from in the Castle of the Two Sisters, and then left the castle never to return.

Celestia never sent the Mane Six to go retrieve the Elements of Harmony, they figured out that they needed to find it and where to find it on their own initiative.
 
Likewise, she never “misplaced” the Elements, Discord stole them in RoH, and after that, they remained safely with her up until KCaFO, where she decided to give the Elements to Twilight, before the Mane Six decided on their own initiative to place the elements back to their rightful place.
