At least it does for isopropyl alcohol, for the round about price of one bottle of anhydrous I can buy about two containers of 90% stuff that are both three times the size of the pure bottle.
There are ways to break the azeotrope; it’s just not commonly done.
Any decent bourbon is 40 proof.
Technically around 96% due to azeotropic reasons.
