My theory. Luna is looking at us (the viewers), so mayyyyybe, she’s looking at Anon that gave her a Celestia plushie, while he gave Celestia a scarf. And Celestia just mayyyy be jealous because she feels Luna go the better present.
 
Because we know how ship go and all that.  
It’s a theory, that may be my own, but I think it’s very plausible. Otherwise, even if a good present, Celestia offering a plushie of herself may be looking a bit as if she was full of herself (or because Luna and Celestia very rarely see each other, so much that Luna never gets to hug Celestia in person… sad)
