By law incest Is defined very vaguely and differently for each different state, County, or province. Where in you can get a county that doesn’t give a grand crap about it. Where in you can go in an entire state where they imprison you for up to 30 years for it. The guidelines that constitute incest are Any pairing of family be it Mother/son brother/sister Aunt/nephew uncle/niece Father/daughter and up to 1st cousins only. Meaning your aunts children. but not her children’s children’s.

And as your question on the incest tag. No this pairing does not Constitute incest as they are 4th cousins twice removed and it’s not even known if it’s true. So it’s pure speculation on your own personal preferences whether or not this is incest.

Even assuming it’s true that Pinkie Pie and Applejack are “fourth cousins, twice removed”, that wouldn’t even make them close enough relatives to meet the legal definition of incest. Not even close actually, since most laws define incest as between second cousins or closer.
