Yes. Yes it did. America rebuilt Japan’s entire infrastructure after the War, so it’s only natural that their power grid was built to US standards (voltage and plug shape). The only difference is Japanese plugs rarely if ever have the third prong that N. Am. uses for grounding - all American wall sockets are required to have it now but electric things plugged into them are not. That whole “America rebuilding everything” thing is also why Japan (& South Korea) ended up using the American NTSC television standard rather than the far more common European PAL one.
On the plus side, this means that electronics are, generally, completely compatible between Japan and North America. Hardcore J-game fans in the US & Canada have been known to import Japanese consoles because the American ones are region locked.

The socket you’re showing is primarily used in Russia and most European countries; Japan uses an identical plug to the US! Here’s an entire list of countries that shows which uses what socket.
