There’s no different notation there, although the equation is wrong. The top equation is right. The same procedure applied to the bottom equation would give
x^2 - 3x = (x-1.5)^2 - 2.25.

If you’re talking about the thing that looks like an inverted V, I gotta say I’ve never understood putting that much serif on a one, but I’ve seen people do it.
