It was used by actors who wanted their performances to be understood clearly by audiences on both sides of the Atlantic. It fell by the wayside when films and plays began attempting to be more realistic. None the less, the affected accent had its practicioners for decades, particularly on cross-Atlantic television shows like Alfred Hitchcock Presents. As Old Hollywood as Rarity is, it suits her.
So in other words, it’s the American’s “British” accent. Which was often used in theatres and by people who want to act sophisticated.
Well, she does know at least a bit of French and a few of Latin. I think it’s stated that her accent is Mid-Atlantic.
To be honest, Rarity’s accent in the show is more English than it is French.
