Well At first Twilight and Pinkie asked for a little help, then Rarity and Applejack, then Fluttershy and Rainbow Dash and then it got out of control to the point Celestia and has make laws and so much red tape to prevent certain events from happening

My headcanon involving Cadance is somewhat complicated (for one, she’s actually Cadance XLIX,) but part of it extends love to include fertility. As long as she loves her partner, they can conceive. Because alicorn magic.

Cadance is barren and Shining shoots blanks. They just kind of present themselves as parents of all the foals that need help, crystal or not. That’s my headcanon.
