Nothing in the picture indicates that this is necessarily the present.
If you imagine this juxtaposed with the patient, dutiful and mysterious mare you see in the show and comics … she’s not without moments where she forgets herself. I imagine she boils over especially in private with her sister; because she can and feels comfortable doing so.

the only way to make it more believable is if everytime she saw the moon she threw herself to the ground sobbing and mumbling something among the lines of “i’m a good pony”

I’m not so sold on it. I had assumed that Luna’s character had actually grown a bit beyond “Adult child who throws temper tantrums over nothing”.
