You’re saying that if the OP had just uploaded this image with “safe,spoiler:s04e09”, no one would’ve been upset? I’m talking about being looked down on and criticized by the community, not being banned or anything; you’re the one who brought up official policy.
…and? I don’t understand what you’re trying to say with that.
People aren’t held to a standard on this site beyond the minimum that I already pointed out, due to the fact that the idea of what that standard should be will inevitably vary from person to person. If you think the site’s policy should be different, I encourage you to take it up with the mods.

“Content” as in content rating. Safe/questionable/suggestive/explicit, etc. The blue-colored tags.

The minimum standard of tagging proficiency is content tag, spoiler tag, and artist tag (when applicable). It’s not up to us users to decide on or enforce a standard beyond that. If we think a particular optional tag should be added, we can do it ourselves silently.
The “pinkie pie” tag is technically “entirely optional” too. That doesn’t mean people shouldn’t be held to at least a minimum standard of tagging proficiency. I doubt you’d’ve been happy if the OP had just tagged the image with “safe” and left it at that.
You’re welcome to do it yourself. No one is under obligation to do it; it’s an entirely optional tag.
