you might think that, yet fire is too cool to be that hot, as most claims to be that of a gas, and plasma is far hotter then even the hottest fire, like lightning and solar flares, as those are anywhere from a thousand to a million times hotter, then any known gas matter.

As I said form uner different circumstances. They both still frozen H2O. One may start form a liquid state and the other gas state. It is till the same substance. And both end in the solid state of that same substance. Difference is basically the same as between block of cheese and shredded cheese.

ice is a state where water (at normal temperatures) moves from liquid to solid, where as snow is water that from gas to solid, so yeah states of water are known to behave differently, also starlight ridge is another realm to equestria (much like the human realm) which might explain how that the snow in starlight ridge is different then in equatria
They form under different circumstancs but at their core they are the same.
Snow is just tiny ice bits stuck together. Snow is a way ice can form. It is still ice.
