Depends on how well cast the replacement is. For example any time Disney needs a new voice for one of their big characters (most recent replacement being none other than Mickey himself in 2009), they always make sure the new guy can do the voice well (some of them even train under the old VAs).
Now when it’s something like the new voice for Sam Fisher in Splinter Cell: Blacklist, which sounds completely different, then that’s when people complain (though to be fair Micheal Ironside himself choose the new voice actor, and the reason for the replacement was they wanted a VA who could also do motion capture, and Ironside’s no spring chicken).

They can, but it generally doesn’t get the best results. Only really works when it’s a character people didn’t have much invested into. If it’s a character people already like, then usually that leads to a lot of complaining.

The good thing about voice actors is they can be replaced
