Serious answer, I don’t think they actually wanted to do harm to other races despite hating/fearing each other. Most of Canterlogic inventions are nonlethal after all and Phyllis became worried when Sprout made something too dangerous and she tried to stop him.
This cream is definitely here as a joke since it wouldn’t make sense. Unicorns wouldn’t step into Zephyr Heights to use the spa and it doesn’t make sesne as a weapon. What are they gonna do with it? Throw it? And with this tiny amount?
Well, you could always use it to torture a captured unicorn into giving information…
