I started on SauceNAO, which didn’t find anything in this case. But after you do a search using it, there are little icons on the left that directly link you to searches using other websites…IMO only Google, TinEye, and Yandex are any good out of those, though (besides SauceNAO itself)
Google image search from this file instantly found a few more pages on the web that this particular edit is on, the highest res one being on https://www.pokecommunity.com/showthread.php?t=331246 as the avatar for user “Polar Spectrum” (here’s a direct link to the image - it’s higher res than the one uploaded)
A search using TinEye found this and several more variants, including one that looked like it might have been the original: unfortunately, it’s a dead link but the search result included the account name, “myuse”. So, I searched on Derpibooru for artist:myuse and found it was already here.
Yandex image search found a few more sites with this lightning edit, including some with higher pixel counts being used as account icons on YouTube but they’re just scaled up and pixelly, not really higher res.
Unfortunately, I didn’t find anything about who might have made this exact edit with the lightning.

I honestly wish I could tell you. Unfortunately even before MyLittleFaceWhen went down, I don’t think it was credited there. This image did also exist on the OLD derpibooru, but - it either wasn’t migrated over, or was deleted for some reason. Even then, I don’t think it was credited on there either. :/
Also, frankly I don’t think the artist would even be locatable modern day. As I’m pretty sure it wasn’t one of the big names that hung around for a few years. But, I really can’t say anything for sure.
