Wouldn’t a Shooting Star cutie mark make more sense for a character capable of utilizing magic? Or is this just their way of identifying the character as the MC?

Actually the cutie mark doesn’t make sense. I would have guessed astronomy. But I guess she’s just… a sparkling point of change and hope? It’s more metaphorical. Weird.

The red star was typically the symbol for “Magic” in Gen 4, but in pony world, “Magic” was also often a synonym for “Friendship/Harmony”. It’s highly likely this is the main character of the story who seeks to bring the magic of friendship to her lands.
 
It’s worth remembering that the magic of friendship Twilight embodied was completely separate from the typical unicorn magic she was good at.
