Description

This is a scene set in my Equestria Girls fan-series, which accompanies information regarding the history, laws, beliefs, general functions, and more, of the Technological Consortium, in my fan-series. The Consortium serves as a rival force for the Rainbooms throughout most of the series. This entry includes a lot of information, so I hope you like reading. _
 
THE PICTURE  
Pictured is the library of the Consortium base which we will see the most of in my fan-series. The base is known as “Penopticon Theta”, of which there are many like it, which is situated underground, in the wilderness area near the city near Canterlot High. Every such base is known as a Penopticon, and has a library like this one, with this one designated “Librarium Theta”, after the base it is situated in. A large library of many wings and sections, it houses all manner of accumulated lore, history and knowledge, both in physical and digital formats. Some relics, heirlooms and works of art from the distant past are kept in these places, and Librarium Theta is honoured to contain one of several ancient statues of the organizations original Founder - Starswirl the Bearded, whose iconic visage, holding his famous tomes, and holding what is believed to be a representation of the Atom, which would come to be the inspiration for the organizations logo. Several statues of Starswirl in this pose were created in the ancient past, but sadly only a few have survived, and some, like this one, have had to be restored after incurring damage in some way. It has become a sort of tradition for Supreme Scientists to, in some way, emulate Star Swirls elevation of the Atom above them with one open hand, and historians presently don’t know if this was just an embellishment of the statue or if Starswirl actually did this, with a sculpture of the atom, or a possibly magical projection of one.
 
In this picture we see the Consortium’s newest young member - Moon Dancer, and her new Friend, Starlight Glimmer, who frequently spend time together in this library. Starlight Glimmer has taken it upon herself to guide Moon Dancer in exploring the history of the new world she has become a part of. Their relationship is considered ironic by some, as Starlight Glimmer is a practitioner of magic, and Moon Dancer is a disciple of Science and Technology.
 
 
THE HISTORY OF THE TECHNOLOGICAL CONSORTIUM  
Listed below is a history of the Technological Consortium into what it is today, addressing the most important eras.
 
AUTHOR NOTE: I’m not a historian, so I may not be using accurate terms related to the periods of Human history I am referencing. Bare with me on this, hopefully it is easy to understand what I mean. _
 
The Bronze Age  
The history of the Consortium stretches back to the Bronze Age, when it was founded by the original Supreme Scientist, then known as a “Grand Philosopher”, who was none other than Starswirl The Bearded. At the time, Spirits and Monsters roamed the World alongside Humans. When the Titans, mighty Elemental Lords, threatened to return and enslave Mankind, some of the greatest Geniuses, Warriors, Mystics and Leaders, met and decided to join forces into an alliance to end the threat these Enemies posed. The first successful joint operation against the Titans saw the fall of the Titan known as King Lavan - King of the Molten Giants, after these Human Champions discovered powerful magic which embodied potent concepts and emotions, which they themselves came to embody.
 
After a successful campaign against the Titans, the assembled Heroes formed “The Pillars”, although the Human world Pillars had more members relative to their Equestrian counterparts. In order to help prevent another world spanning threat, The Pillars would found Orders, comprised of Champions of might, intellect, magic and leadership, whom would search for and contain or neutralize threats, and come together in times of great, world-threatening peril. Starswirl the Bearded was elected the overall Leader of the Alliance, as his leadership was instrumental in the recent conflict, being referred to as the “Grand Philosopher”, a title which would catch on and be assigned to all future elected Leaders. The Alliance itself would come to be known as “The Order of the Pillars”, while the Leaders of each individual Order comprising it would be known as a “Pillar”, a metaphorical reference to how they collectively hold up the Alliance.
 
Eventually the original Pillars would pass from this world, as unlike their Equestrian counterparts, they were not frozen in time as part of a ritual in binding a great evil, as they did against the Pony of Shadows in Equestria, and the powerful magic they embodied, known by then as “Elements of Harmony” would eventually be forgotten. The various Monsters, Spirits and other Mysterious Beings that perpetually threatened Mankind were slowly hunted down and banished into one of the many other planes, such as the Elemental Planes, the Fae Realms, the Spirit Realm and the Umbral Realm, among other such places. Other times they were corralled into forbidden areas, never to be disturbed, some such places exist to this day, and although some of these places have been forgotten to time, some are still monitored by the Consortium in modern times. Some such Beings would be Allies and even Friends, however, and would be afforded special protection, but eventually they would fade from the world in some way, or their presence would naturally diminish.
 
The Middle Ages  
Throughout the Middle-Ages, increasing numbers of threats caused by magic wielding Humans, such as when the Imperialistic King Sombra, started a decade long war, resulted in the decision to enforce some measure of control and regulation over all institutions of magical learning, much to the chagrin of some of the other Members of the Orders, who feared they may become Tyrants. Some members would even leave their respective Orders because of this. Most institutes of magic received emissaries who would negotiate some kind of arrangement to help control who could learn magic under a single governing body, and some would join with the Order of the Pillars outright. Some resisted, and were seized or co-opted one way or another, usually through purchase of the land they were on, but in some rare cases, they were seized by force or taken over from within with guile.
 
The Industrial Age  
As the centuries went by, the Orders that comprised The order of The Pillars would change - altering their heraldry, trappings, customs and even names, but they would usually at least loosely resemble what they were. Come the Industrial Age, these Orders would meet and officialize a permanent union. It was discussed that although they have driven most of the Monsters and Spirits and other Entities away, there is still the threat posed by other Humans, for despite their efforts to control magic, others would still find ways to acquire it and threaten Humanity. Most agreed that guiding Human society in favour of pursuing technology over magic would be a good way to help curtail the danger of putting exceedingly dangerous magical forces into the hands of normal people, and to keep what magic there was firmly under control, although some protested that this was wrong. Regardless, they went ahead with this course of action, and they were known thereafter as the Technological Consortium.
 
The Modern Age  
The Consortium persists to this day, secretly leading much of Mankind’s technological innovation and progress from behind the scenes, seeking out and dealing with threats and responding to reports of Monsters, Spirits, Rogue Magic Users, Mad Scientists and Super Villains, as well as criminal organizations such as RELIC, lead by Doctor Ahuizotl, the Villainous COBRA, and more recently, visitations by Alien life-forms from other worlds, including a race of powerful transforming sapient Machines. The Consortium’s existence is known to many world governments, and they work closely together, although some world Leaders fear what might happen if the Consortium ever went rogue.
 
GOALS & IDEOLOGY  
The Consortium believes first and foremost that the safety and prosperity of the Human race is their first priority. To this end, they seek out, analyse and assess potential threats, and either neutralize them or seek to bring them under control. They perpetually seek to invent and improve technology for the benefit of all, and seek out the best and brightest in hopes of recruiting them, or at least sponsoring them in some way. They have made much progress, and invented technologies that would seem as magic to most, but the Consortium also believes in prudence and moderation, and have concluded that the introduction of new technology is a slow process that takes time and must be conducted with great care. To instantly transform a society with advanced technology could be disruptive and destructive, both to society, the economy and to peoples safety. Only when they believe Humanity is ready for such technology do they begin it’s slow introduction into society, alongside a restructuring of the economy if necessary. They all ready have technologies such as teleportation and limited space travel, but such technologies have monumental ramifications to the world. Some technologies and concepts, such as time travel and dimensional travel, just like magic, are considered too dangerous to be mainstream, and the Consortium maintains exclusive access to them, which are all restricted and regulated.
 
THE VIRTUES OF UTOPIA  
The Virtues of Utopia, originally known as “The Philosophies of Utopia” and sometimes as “Elements of Harmony”, in the earliest days of the organizations existence, are akin to the Elements of Harmony from Equestria, although in the modern era, not as some kind of magical power that can be wielded, but as concepts and ideas that help guide members and the organization, and as inspiration, which they believe will one day help them create a Utopia on Earth where all Humans and Creatures co-exist in peace, where all will live in happiness, harmony, prosperity and enlightenment. There was a time, however, in the distant past, when these Virtues and Elements were able to manifest some kind of power that could be wielded against evil. Each Philosophy/Virtue was represented by one of the Consortium’s original founders, thousands of years ago, and it is speculated that these Virtues will return one day as tangible forces that will be needed to defeat some great threat, just as the organizations Ancestors and Founders once did. It is not mandatory to abide by any of these Virtues, although Members are expected to conduct themselves well. It is common however for Members to select a few of them, or at least one, to represent them. For example, Sunny Flare has chosen Wisdom, Sunset Shimmer has chosen Duty, and Moon Dancer has chosen Knowledge. What these things represent is not officially set in stone, and although the original Pillars all documented what they meant to them, others across history have also detailed their own accounts of what the Philosophies and Virtues mean to them, and Members in the modern age are allowed to interoperate them as they see fit, usually using past accounts as guides.
 
AUTHOR NOTE: I will be exploring at least a few of these later, especially Wonder, which is meant to be the Consortium’s counterpart to the Element of Magic.
 
 
LAW & THREATS
 
Magic  
Magic is endorsed by the Consortium, but only in a controlled state. Practitioners of magic are either members of the Consortium, members of an co-operative external organization, or an individual that has agreed to follow Consortium laws and codes of conduct. These second parties are allowed to petition the Consortium for assistance in a matter or to act on their behalf, and cases of breech of conduct and crimes perpetrated towards the magical community, or using magic to commit crimes, are to be reported to the Consortium. The Consortium basically acts as a government and police force for these allied magical communities and individuals. Other Magical communities that have agreed to work with the Consortium are allowed to operate semi-independently and can take care of matters on their own, but they must make regular reports to the Consortium. All Magic is to be kept secret from the world at large, and magic users either operate from secret locations or under cover. Rogue Magic users and Institutes exist in secluded and hidden places of the world, and the Consortium is aware that there are underground communities of Magic users that operate without their involvement. The Consortium has entire divisions dedicated to things like covering up incidents of blatant magic use and maintaining relations with magical communities. There is also a “Black Market” of sorts for magical items and spells which they must be wary of.
 
The Supernatural  
Various Supernatural Beings still exist throughout the world, although in a much diminished capacity. Many such beings are kept safe and secure in secret locations, but there are some areas which are magnets for Supernatural activity that exist outside the Consortium’s full control, like Everfree Forest. The Consortium otherwise responds to detected or reported instances of paranormal activity by sending Agents to investigate and evaluate the severity of the situation to determine an appropriate final response. There are Supernatural Beings who have agreed to operate under regulation by the Consortium, in the same way that magic users do. Spirits and Ghosts are natives of parallel dimensions and it is not normal for them to be able to naturally exist in the physical plane except under special circumstances, or by passing through a breech in the dimensional barriers between planes. Some such Spirits and Ghosts have made the physical plane their permanent home and those the Consortium are aware of need their full approval to continue using the physical plan as their home. One instance of this is the Chaos Spirit Discord, who has agreed to abide by Consortium laws, and who protects a Mystic Hallow upon which he constructed a museum, which serves as their home and personal business. The Consortium otherwise hunts down hostile or rogue Supernatural elements and deals with them appropriately.
 
Science and Technology  
Although the Consortium controls much of the advancements in Science and Technology across the planet, there are those who conduct experiments of their own, unsupervised by the Consortium, sometimes to disastrous and perilous results, and sometimes with fiendish intent. Rogue Scientists and Inventors are referred to collectively simply as “Rogue Scientists” and those who deal in especially terrible and dangerous experiments and technology, such as time travel, dimensional technology and weather control, are referred to as “Mad Scientists” because their experiments and technology have the potential to damage or destroy humanity, civilization or the very planet as we know them, and presumably only someone truly mad would perform such acts. The Consortium is also on alert for instances of Alien technology somehow finding its way to Earth, which threatens to destabilize or cause damage to Humanity or the planet with their unknown, Alien science and capabilities.
 
Criminals and Super Villains  
Despite their best efforts and good intent, the Consortium is unable to fully stop crime. Criminals who become immensely powerful become known as Super Villains, and usually wield impressive powers or influence, either through technology, magic or supernatural powers, and sometimes other strangers means…
 
Aliens  
A relatively recent addition to the Consortium’s list of duties is to safeguard the planet and Humanity from extra-terrestrial life-forms. There have so far only been a few confirmed instances of contact with Alien life-forms, although sightings of UFO’s of dubious origin and credibility abound. One on-going situation involves the presence of sapient, transforming machines who are waging a civil war amongst themselves, which has found its way to Earth. One faction of this war is co-operative with the Consortium.
 
Time Travel  
Travel through time is strictly forbidden, except in the pursuit of individuals or groups who transgress this law and seek to tamper with time itself. So far no threats to the history of Humanity and the world have been allowed to fully play out, and only a few instances of such attempts have been confirmed, but the Consortium is eternally vigilant against time travel, which they believe may be the greatest threat to everyone. Only the Supreme Scientists is allowed limited time-travel capabilities, which is restricted to “peering” through time in order to learn and record history, using a technology called “Chronal Windowing” which allows a user to peer through an opening in time to a target temporal destination.
 
Dimensional Travel  
Dimensional Travel is heavily restricted and regulated, and is only engaged in for academic, documentational reasons and to verify dimensional threats, such as dimension travelling Monsters and Villains. The existence of Parallel Universes and Alternate Time-Lines are confirmed, and the barriers between dimensions and time-lines are monitored for breeches. Such alternate universes and time-lines are related to the Quantum Plane, and travel to and from them usually involves passing through this plane. It is theorized that somewhere in the “Multi-Verse” there probably exists one or more malevolent version of the Technological Consortium, which may or may not have scruples with travelling to or influencing other universes or time-lines for their own benefit. The Consortium greatly fears what an evil Supreme Scientist could be capable of.
 
 
MEMBERSHIP & RECRUITMENT  
Members of the Technological Consortium are expected to do their best and act with a sense of duty. The work they do protects Mankind itself, and sometimes they are the only thing standing between the safety of Mankind and total catastrophe. Members are also expected to act with dignity and honour, they must abide by their word and the rules, but everyone must acknowledge that a time may come when conduct and honour must be put aside for a greater good. What good is your word if the world ends? Those who breech the Consortium’s laws will be judged by their superiors, although past service is always taken into consideration and leniency is common based on rationalization. Due to the immense size and logistical requirements of the Technological Consortium, keeping track of who is actually following the rules and acting accordingly can be difficult, particularly with Leaders who have majority control of the operation of  
their territory.
 
The Consortium recruits new members in various ways, which include…
 
Individual Recruitment  
The Consortium sends representatives to approach a promising potential recruit, such as a Police Officer, Detective, Soldier, General, Scientist, Inventor, Diplomat, Politician, Business Owner, and other professions and stations, and offers them membership outright. They are usually approached by people representing one of the legitimate businesses or organizations which are owned by the Consortium, and if the individual agrees and serves well, they may be invited to the Technological Consortium itself, rather than working for them through proxy. Those who refuse are put under observation to determine if they may somehow threaten the Consortium or Human society in some way. Those who are told of the existence of the Consortium and threaten to reveal its existence, or crucial information to officials or the public are subjected to a memory wipe of their encounters with Consortium representatives.
 
Schools and Academia  
The Consortium has Agents working in various Schools and other Institutes of Learning throughout the world, monitoring the progress of promising individuals who they may then attempt to guide on their path to excellence. In such a case as one such promising individual catches the Consortium’s attention, they will try to ensure that they are offered jobs within one of the businesses or organizations owned by or allied to the Consortium, and may join the Consortium itself proper some day. Sometimes a promising young student will be considered so remarkable they will be offered membership either during their time at their chosen place of learning or immediately after graduation.
 
Orphanages  
The Technological Consortium operates many orphanages throughout the world, in hopes of not only ensuring wayward Children may one day find a family and have a future, but to perhaps bring them into the Consortium. It is common for Consortium members to adopt and raise their adopted Children to join the Consortium one day. Sometimes Orphans are not so much adopted in the traditional sense, by one or two parents, but are adopted by the Consortium itself, and in such a case, such former Orphans regard the Consortium as one big family, or in cases when they were adopted as a group, they regard each other as Brothers and Sisters and as their own family unit. Examples of Orphans being recruited in this way are Sour Sweet, Indigo Zap, Starlight Glimmer and Sunset Shimmer, and the four of them have developed a powerful and unbreakable bond of friendship and sense of family because of this. Some have raised questions regarding the ethics of this particular method of recruitment, and it is a divisive topic amongst some within the Consortium.
 
Business & Acquisition  
One method of recruiting large numbers of workers and operatives at a time, or at least benefiting from their work, is through legitimate businesses and organizations. These can be owned and built from the ground up by the Consortium, either through a collective effort or by the efforts of an enterprising Member, or they can be co-opted or hired by the Consortium to work on their behalf without ever knowing who they are truly working for. Sometimes someone is invited to the Consortium for their wealth, influence and assets if they think they can be trusted with being allowed into the organization, and an example of this is with Filthy Rich, who is a multi-billionaire and owner or several extremely powerful and productive corporations and businesses, which had been hired by the Consortium many times in the past, leading up to Filthy Rich’s invitation to the Technological Consortium.
 
Hired Help  
As with the Consortium hiring companies to act on their behalf, sometimes remarkable individuals or small teams of such individuals will only serve the Consortium’s goals through purchase of services. This is the case with some Mercenaries, Bounty Hunters and Adventurers who are willing to aid the Consortium if their fees can be met. Daring Do was a world famous Explorer, Adventurer and Archaeologist who accepted commissions to undertake expeditions on behalf of those willing to fund them. Many lost ruins, artefacts and lost lore has been found, and put under observation, lock-down or confiscated… thanks to the amazing talent of Daring Do, and she is considered a member of the Consortium, although she maintains a tremendous degree of autonomy.
 
Another example of hired help is the Bounty Hunter Team “The Washouts”, among their membership is their youngest member - Lightning Dust, who have hunted down and captured many Monsters and Super Villains for the Consortium, for a sizeable fee, of course… such Mercenaries operate with autonomy but are monitored by the Consortium to make sure they do not get too close to uncovering anything they shouldn’t, as well as ensuring they don’t accept work from anyone that has conflicting goals with the Consortium.
 
 
THE FAN FICTION  
I am in the process of writing a road-map and world building for a fan-fiction series based in the Equestria Girls setting. Basically, I am writing it like a television series. Originally I had planned to average this at 6 seasons with 25 episodes per season, but I am changing this to 8 seasons, across 2 separate series’, Equestria Girls Series 1 and 2, with 2 being set a few years after the first, each consisting of about 30 episodes each. it is written in the style and tone of the actual show. It’s basically what I would do if I was the writer for the actual Equestria Girls series. Previous entries in my fan-series mention the original plan of 6 seasons of 25 episodes, which will be updated at a later date.
 
AUTHOR NOTE: Most if not all of the previous entries in this series will be undergoing revision, making some changes and adjustments and updates to the characters and setting, including the plugging of any plot holes and inconsistencies I or any of you may find. I will announce when I do this for anyone who is actually interested in this series I am planning.
